Description

Position Title: Advocacy and Mobilization Manager
Reports To: Director of Government Relations and Policy

Classification: F/T, Exempt

Position Summary: The Advocacy and Mobilization Manager works closely with the Director of
Government Relations and Policy and the policy staff team (inclusive of the Executive Director) to
implement HDC’s advocacy and policy priorities. The primary responsibility is to mobilize organizational
members, individual advocates, and other stakeholders. This includes coalition building and effectively
supporting members in mobilizing their constituencies (their staff, members, residents, etc.).

Responsibilities:

Support the development and implementation of an Annual Advocacy Agenda Priorities

Interact directly with elected and public officials to educate and motivate them to act in concert

Create and foster strategic relationships with HDC members; other housing and homeless service
agencies; and faith, environmental, health, education, and smart growth groups etc.

Mobilize member organizations in engaging their networks, organizations in key county sub-regions,
and regional affordable housing networks

Educate advocates and members on policy and advocacy issues through webinars, high-quality
and accessible educational materials, and trainings

Support members, allies, and stakeholders in preparation for testimony with legislators

Turn out supporters for online advocacy campaigns and other advocacy actions

Oversee and organize our Eastside Affordable Housing Convening - a sub-regional body of
organizations and advocates in East King County to advance our policy advocacy priorities

Ensure effective execution and completion of specific policy and advocacy projects and
campaigns working independently while communicating effectively with colleagues

Support a network of housing policy staff from public and nonprofit partners and members to share
in research and policy development activities and leverage the collective capacity of all current
resources

Collaborate with communication staff to write and ensure execution of high-quality and strategic
action alerts, blog posts, and other related materials

Ensure that all advocacy positions are filtered through a racial equity lens review

Other duties as assigned



Requirements

Desired Competencies:
Minimum of a Bachelor’s degree, or 4 years progressively responsible in community organizing,
coalition management, affordable housing policy or issue campaign advocacy;

Be able to work effectively with a wide range of stakeholders

Interest in developing relationships and in engaging stakeholders

Strong commitment to increasing the supply of affordable housing in King County

Competency in Microsoft Office programs including, Word and Excel

Strong public speaking and writing skills

Ability to organize and facilitate meetings with a diverse set of participants and opinions

Be flexible and responsive in a fast-paced and changing environment

A commitment to public policy advocacy as a social change strategy

Self-motivated and able to work flexible hours that may include some evenings or weekends

Ability to work in an environment that honors and respects diversity

Have a current Washington State Driver’s License

Authentic respect for the official mission of HDC and for the diverse clients, communities, volunteers,
donors, and staff who engage in it while able to demonstrate the values and principles of HDC

Recognize racial equity issues that require critical thinking through the lens of anti-racism and
intersections with poverty and access

Consistently able to demonstrate the values and principles of HDC
